There are strong grounds for believing that continued commercialisation will democratise access to space in ways that purely governmental programmes would not.

That said, the ethical implications of resource extraction — mining asteroids, claiming lunar water ice — are not resolved by pointing to efficiency gains. Be that as it may, the distributional question is genuine: if the proceeds of space resource extraction flow overwhelmingly to the companies and nations capable of reaching them first, the commons principle is replaced by a first-mover advantage that systematically favours the already wealthy.

What the situation requires, on balance, is not the reversal of commercialisation but its regulation: an updated international framework capable of applying the commons principle to activities that the 1967 treaty's drafters could not have anticipated.
