Polecenie: "Evaluate the claim that universal healthcare is both morally necessary and economically viable." (200–250 words)

The claim makes two distinct arguments — ethical and economic — and they are worth evaluating separately, as the strength of each differs considerably.

The moral case is strong. If healthcare is understood as a precondition for the exercise of other rights and opportunities, then access to it cannot justifiably depend on ability to pay. Universal coverage is not charity but a structural requirement of a just society. Had this principle been consistently applied from the outset of modern healthcare systems, the inequalities that now characterise access in systems without universal coverage would not have been permitted to develop.

The economic case is more complex. Universal systems are not necessarily more expensive than mixed or private alternatives — the evidence from international comparisons is consistent with the view that single-payer systems achieve comparable or better outcomes at lower per capita cost. Notwithstanding this, universal coverage does require adequate public funding, and its sustainability depends on political commitments that have proved difficult to maintain in fiscally constrained environments.

What the evidence more reliably supports is a reformulation: universal healthcare is economically viable, provided it is designed well and funded adequately — conditions that are achievable but not guaranteed. The moral necessity is stronger than the economic inevitability.

On balance, the claim is broadly defensible, though the two components warrant different degrees of confidence.

📝 Exam tip: Two-part claim = dwa osobne argumenty. Oceń każdy z osobna i przyznaj im RÓŻNY stopień pewności (the moral necessity is stronger than the economic inevitability). Pamiętaj: economically viable ≠ guaranteed — viable to „możliwe przy warunkach", nie „pewne".
