Polecenie: "The shift to electric vehicles is the most important step in decarbonising transport. To what extent do you agree?" (200–250 words)
The claim conflates two distinct questions: whether the shift to electric vehicles is important, and whether it is the most important step. The first is difficult to dispute; the second is considerably more contestable.
Electric vehicles are widely expected to play a significant role in reducing transport emissions. Their life-cycle emissions tend to be lower than those of petrol-powered vehicles and are set to fall further as electricity grids decarbonise. Notwithstanding this, the transition is not equally achievable across all transport modes: aviation, shipping and heavy freight cannot be electrified on the same timescale or with the same technology.
Be that as it may, the more fundamental objection to the claim is that it conflates decarbonising the vehicle fleet with decarbonising the transport system. A world of electric vehicles still produces congestion, urban sprawl, sedentary lifestyles and the land use patterns that make active travel impossible. It has been argued that modal shift — away from private vehicles altogether — would deliver far greater co-benefits: for public health, urban quality, social equity and emissions simultaneously.
What the evidence more reliably supports is that EV adoption is a necessary but not sufficient condition for transport decarbonisation. The most important step is not substituting one technology for another within existing patterns of use, but restructuring urban environments so that lower-carbon choices become the default.

📝 Exam tip: Esej rozszerzony NIE jest listą zalet. Struktura punktująca: teza → argument → koncesja → zbalansowana konkluzja. Frazy C1 (conflate, be that as it may, necessary but not sufficient) dobieraj świadomie — 2–3 dobrze użyte ważą więcej niż przeładowanie.
